Car makes splashing sound going over speed bumps

Hi Everyone

After my beloved mk1 zetec focus was rear ended at no fault of my own, I have recently purchased a mk2 focus.

 

I really preferred the mk1 and think it was a much better car than the mk2.  The mk1 was nimble and felt like a big go cart.  The mk2 is much more comfortable but does not have that go kart feeling of the mk1.  Not only that but the mk1  just felt better built.

When going over the small raised island type of speed bumps in my area I notice my car makes this really weird splashing noise when the front wheels are over the bumps.  It feels smooth and there are no thuds.  

 

Upon inspecting the underside of the car there is a small piece of what looks like plastic? maybe felt?  which hangs down slightly and I suspect this is what is making the weird splashing sound over bumps.

It looks big in the photo but its only hanging down by about 1/4 - 1/3 inch so I don't know if this is the problem or not?

The car is due to have new wishbones as these are corroded so do you think this could be causing the noise?

 

Tomorrow after work I will take the car up on the ramps and have a closer look at this.

 

If anyone is curious I have a picture of the old focus and the red MG which crashed into it.

 

Please feel free to give input if you have any advise as I will greatly appreciate this.

iv had a few cars that had the sound of running water was always inside the doors, the drain holes in the bottom of the doors become blocked and the doors fill with water that sloshes around take your doorcards off and have a look around

Random i know but check the front skuttle drain channels, I've had cars where I've driven a pond around in front of me sloshing about!

The interest would make a chattering sound at speed and the sound would be outside. Hope these help!
