Flatlines at 4000rpm?

Just bought a low mileage 2.0 petrol mk3 auto from a auction, as a runaround. Drove it 180 miles home and found a couple of issues. First one is a low throttle hunting/ought running - bit of pressure on the throttle and it passes through it but back off again and it is jerking around again. Next issue is that it won't rev past 4000 - it's like there is a cut-out. Found this out on the motorway when I tried kickdown to overtake - interesting moment...

The car feels a bit down on power throughout and you have to build up speed gradually (0-60 in five minutes)...... 

I'd really appreciate any advice - the car has only done 50k and is in great nick, cosmetically, but I don't need a money pit...
